Tarr spoke about the resilience of Bostonians and said that democracy would not be defeated by terror.
"The men and women we honor tonight must live in our hearts and throughout history for the next chapter in the Boston Marathon for when the values that we hold dear and close to our hearts were threatened we rose again," he said. "And those who would think about another attack need to know we'll do it again and again and again and freedom and democracy will never be defeated, will never be defeated by terror and fear."
