Essex County Sheriff Candidate Anne Manning-Martin: Snapshot

Meet the candidates before voting for longtime Sheriff Frank Cousins' replacement.

Republican Anne Manning-Martin of Peabody

Experience:

Manning-Martin has worked for the Department of Corrections for 25 years, and as a Deputy Superintendent for the past seven years, most recently at the Lemuel Shattuck Hospital Correctional Unit. As a Deputy Superintendent, Manning-Martin oversees corrections officers, vendors, programs, and treatments.

Manning-Martin is also in her 10th year as a a Peabody City Councilor At Large, and spent eight years on the Peabody School Committee before that. On the City Council, Manning-Martin helps review the city budget of $160 million.

Running because:

"The sheriff’s job is exactly what I’ve been doing for the last 25 years," Manning-Martin told Patch. When Sheriff Cousins announced he was stepping down, Manning-Martin said she felt she was tremendously qualified for the job.

If elected:

"What most people don't know is in the Essex County Sheriff's Department, the average length of stay [for an inmate] is six to nine months," said Manning-Martin. "That is not a long time to address and assess people's needs." She said the sheriff's job is to work with the surrounding communities to provide follow up care and solid reentry plan for incarcerated individuals.

She said she will seek to lower recidivism, or relapses into criminal behavior, and make the Essex County Sheriff's department more cost effective.

What sets her apart:

"Of all the candidates in this race, I’m the only one that has done this type of work," said Manning-Martin.

Accomplishments:

Manning-Martin said she was most proud of helping to create the LINC unit, or the Life skills Initiatives and Nonviolent Choices unit at the Suffolk County House of Correction, and the partnership between the Boston Pre-Release Center in Roslindale and the Benjamin Franklin Institute of Technology. The partnership allowed inmates to learn trade skills like HVAC, and qualified them for jobs after their release.
