SALEM, MA — Residents of Beverly, Danvers, Peabody and Salem who go to the polls on Nov. 5 will have a choice of candidates to represent them as part of the 2nd Essex District in the Massachusetts State Senate.
For this election, Patch sent each of the candidates on the ballot five questions specific to Beacon Hill and representing the district. Responses will be published as they are received.

I currently represent the 2nd Essex District communities of Beverly, Danvers Peabody, and Salem.

I grew up and was educated in Beverly schools. In 1980, I met my husband, Stephen and began my longtime residence as a citizen of Salem. I have strong ties to the district, having served the community in various roles for many years. I have deep connections to the 2nd Essex District, particularly through my community involvement in Salem, where we live, work and have raised our family.
Prior to being elected to the State Senate, I served as Salem City Councilor for 15 years, serving as Council President twice. My local public service has given me insight into the needs of the district and provided a solid foundation for my representation at the state level.
I was first elected to the Massachusetts State Senate in 2012, where I have become a prominent advocate for children, families & persons with disabilities. I am well known for my focus on addressing the needs of vulnerable populations, including children, seniors, veterans, individuals with disabilities, and those affected by addiction and mental health issues.
I currently serve as Assistant Majority Leader and sit on several leadership committees, including Senate Chair of Rules & Vice-Chair of the Joint Committee on State Administration and Regulatory Oversight. I am also the Senate Chair of Women's Caucus, among other assignments.
My legislative efforts have garnered dozens of awards and recognitions from organizations dedicated to public health, child welfare, veterans' affairs, disability services, and transparency in government.
In addition to my public service, I am an attorney by profession, specializing in family law. My legal background has provided me with valuable experience in navigating complex issues related to family and social justice, which I have carried into my legislative work. Prior to my career in public office, I formed a small private law firm, allowing me to understand both the challenges and opportunities facing small businesses and families.
Why are you seeking - or seeking to remain in - this elected office?
I am seeking to continue my hard work and commitment as your State Senator to continue advancing the key issues I have championed throughout my public service, directly affect the constituents of the 2nd Essex District. Here are several reasons why I am seeking to continue my public service:
Commitment to Public Service and Advocacy: I have a long-standing commitment to serving the people of my district. My work in public health, education, and social justice reflects my deep concern for improving the quality of life for all residents. I hope to continue to advocate for policies that support children, families, veterans, and individuals with disabilities, protect reproductive rights, and advance
Experience and Leadership: With more than a decade in the Massachusetts Senate and over 15 years as a Salem City Councilor, I bring valuable experience and institutional knowledge to the table. My leadership role as Assistant Majority Leader as well as on key leadership committees, allow me to influence important legislative initiatives. Staying in office will enable me to use my experience, my leadership position and seniority to benefit long-standing and emerging issues facing my district.
Ongoing Legislative Priorities: I have been a steadfast advocate for public health, mental health services, child welfare, and veterans' services. These are ongoing concerns that require long-term attention. For example, the opioid crisis, mental health reform, and ensuring proper care for veterans and individuals with disabilities are complex issues that cannot be solved in a single legislative term. By seeking re-election, I will continue my work on these priorities, ensuring progress is made on the issues that matter most to my constituents.
Responsiveness to Constituents: Throughout my career, I have prioritized being accessible to my constituents and addressing their needs. I hold weekly office hours in each community in person and by Zoom. I am deeply connected to the district, having been raised and lived in the district, and I understand the unique challenges and opportunities facing the 2nd Essex. My re-election campaign is motivated by a desire to continue representing my constituents' voices in the State Senate, ensuring that their needs are met through thoughtful legislation and advocacy.
Building on Successes and Awards: I have received numerous accolades for my work in areas like public health, seniors and veterans' advocacy, government transparency and social justice. These recognitions are a testament to the success of my legislative initiatives, and I intend to continue to build upon these achievements to enact further these positive changes. Remaining in office allows me to leverage my past successes to push for new or expanded programs that benefit my district.

What are the key issues facing the North Shore and how would address them on Beacon Hill, if elected?
The North Shore of Massachusetts, which includes communities like Beverly, Danvers Peabody, and Salem, faces several key issues that impact residents' quality of life, economic well-being, and social justice. If re-elected, I would address these issues by using my experience, my leadership role, and my dedication to advocating for meaningful policy changes on Beacon Hill. Here are some of the key issues and how I might address them:
Affordable Housing and Housing Stability: Housing affordability is a major concern for North Shore residents, as rising costs make it difficult for many families, seniors, and young professionals to find stable, affordable housing. The region has seen increasing housing demand and rising rents, leading to a shortage of affordable options. As a legislator, I have been an advocate for affordable housing. I would likely continue supporting policies that:
Increase state funding for affordable housing; Encourage the development of mixed-income housing through zoning reform and incentives for builders; Promote housing stability by strengthening tenant protections and addressing homelessness. I would work to secure added state resources for the North Shore to support affordable housing initiatives and collaborate with local governments to meet regional housing needs.
Public Health and Mental Health Services: The opioid crisis and mental health challenges continue to affect all North Shore communities. Access to mental health care, addiction services, and adequate treatment programs remain pressing issue for residents. I have a track record of advocating for public health and mental health services. I would continue to:
Push for increased funding for addiction treatment and mental health services, particularly to support local programs that focus on prevention & recovery.
Support expanding access to mental health care by through telehealth services and ensuring health insurance covers mental health and substance use disorder treatment comprehensively.
Advocate for better integration of mental health services into primary care and schools, ensuring that children and adults have access to the support they need early on.
Climate Change and Environmental Resilience: The North Shore is particularly vulnerable to the effects of climate change, including rising sea levels, coastal erosion, and severe storms. These environmental challenges threaten homes, businesses, and critical infrastructure in the region. As a strong advocate for environmental protection, I would focus on:
Supporting legislation that promotes renewable energy, energy efficiency, and carbon reduction to combat climate change.
Advocating for state and federal funding for coastal resilience projects that protect the region’s shoreline and infrastructure from flooding and storm damage.
Working with local officials to develop climate action plans that include green infrastructure, natural resource conservation, and sustainability initiatives to safeguard the future of the North Shore.
Economic Development and Job Creation: While the North Shore has a diverse economy, there are still challenges related to job creation, workforce development, and economic recovery, especially post-pandemic. Small businesses need support, and workers need access to training and opportunities in growing industries like clean energy, tech, and healthcare. I would prioritize:
Advocating for state grants and incentives to support local businesses, especially in sectors hit hard by economic downturns, such as retail, hospitality, and tourism.
Supporting workforce development programs that provide training for emerging industries like green technology and current healthcare and manufacturing, ensuring residents have the skills needed for good-paying jobs.

Transportation and Infrastructure Improvements: Transportation on the North Shore faces challenges, including traffic congestion, public transit inefficiencies, and aging infrastructure.
There is a need for better connectivity between North Shore communities and Boston to alleviate commuting issues. Transportation and infrastructure improvements would be a focus for me, including:
Advocating for increased funding for the MBTA to improve public transit options including electrifying the rail and making services more dependable for North Shore commuters.
Supporting infrastructure investments for road repairs, timely bridge maintenance, and traffic management projects that reduce congestion and improve safety.
Promoting sustainable transportation solutions including more bike lanes, pedestrian pathways, and electric vehicle infrastructure, to reduce carbon emissions and improve mobility.
Education and School Funding: Ensuring that our public schools have adequate funding and resources to provide high-quality education remains a priority. Many school districts face budget constraints that impact staffing, programs, and extracurricular activities. I have been a strong advocate for education reform and equitable school funding. I would continue to:
Support full implementation of the Student Opportunity Act, which provides more resources to public schools, especially in districts that need added support.
Advocate for increased state funding for special education, mental health services, and technology in schools, ensuring that students have the resources they need to succeed.
Focus on closing the achievement gap by promoting early childhood education, vocational training, and after-school programs.
Supporting our public educators with paid family medical leave and proper compensation.

Support legislative measures that improve access to affordable, high-quality home care and nursing care for seniors;
Work to ensure that individuals with disabilities receive the resources and support they need to live independently and take part fully in their communities;

I have a proven record of advocating for policies that support public health, education, veterans, and vulnerable populations. My leadership positions and my roles on several key committees allow me to directly shape important legislation and ensure my district’s needs are prioritized.
Policy Priorities: I have focused on a range of issues important to the North Shore, including affordable housing, public health, mental health services, climate resilience, and education reform. I have worked to secure funding and develop policies that benefit working families, veterans, seniors, and individuals with disabilities. My legislative priorities often align with progressive values that emphasize social justice, equity, and public investment in critical areas such as healthcare and education.

My experience allows me to collaborate effectively with colleagues on both sides of the aisle to pass legislation that benefits my constituents.
