Man Walks Out On Bill, Promises To Pay Tavern Back

The following information was provided by the Salem Police Department. Where charges are mentioned, it does not indicate a conviction.

The following is an excerpt from the Salem Police Department log:

Thursday, Feb. 23

  • At 5:10 p.m., police received a call fromabout a party that walked out on their $24 bill. Police caught up with the man who told them he did walk out on the bill, but will pay the owner back within two weeks. Police will summons the man if he does not.
  • At 5:23 p.m., police witnessed a man urinate on St. Joseph's rectory. Upon a search of the man while in custody, police found a twist of heroin in his pocket. Michael Vasquez was arrested (see below).
  • Two men were reportedly arguing on Bridge Street at 5:39 p.m. Police did not find the men.
  • Police responded to High Street at 6 p.m. for a report of threats between two youths on the playground.
  • A Salem woman was summonsed for driving with a revoked license after a traffic stop on Liberty Hill Avenue at 6:45 p.m.
  • At 6:56 p.m., a resident of Essex Street reported her ex-home health aid had stolen several pills over the course of several months.
  • At 7:30 p.m., police responded to a domestic dispute on Tremont Street.
  • Police responded to Webb Street at 8 p.m. for a "heavily intoxicated" man chasing a woman toward the Common. The man was placed in protective custody. Police did not find the woman.
  • At 9 p.m., police received a call about a suspicious car behind Police sent the car and the two people inside, on their way.
  • At 10 p.m., police were called to on Washington Street to check on the well being of a child after receiving reports a drunk woman may have been hitting her child. Police found this was not the case, the woman was arguing with a taxi driver about a fare.
  • Police responded to Arthur Street at 10:13 p.m. after two children were not picked up from a play date. The father of the children was located.
  • At 10:49 p.m., police witnessed a vehicle driving in the area of Derby and Washington streets that had several necklaces, an air freshener and beads blocking the rear view mirror. Police pulled the driver over and found he only had a driver's permit. Daniel Moya was arrested (see below).
  • Police responded to a motor vehicle accident with air bag deployment at 10:54 p.m. at Salem and Leavitt streets.
  • Police investigated a report of vehicles racing on Highland Avenue at 11:23 p.m., police moved along a group of people and cars from a lot.

Friday, Feb. 24

  • At 12:44 a.m., Salem Fire responded to on Goodhue Street for a man locked in. The man told police he had permission to work in his unit after hours but the after hours business code given to him, did not unlock the gate as he was trying to leave.
  • Police responded to a "college party" at 12:51 a.m. on Loring Avenue. Two men were placed in protective custody.
  • At 1:54 a.m., Salem Fire responded to a fire on the beach off Clifton Avenue. No fire was found.
  • At 1:54 a.m., inappropriate text messages were reported on Leach Street.
  • Police placed a man in protective custody after finding him asleep in a Lafayette Street ATM. 
  • At 4:54 a.m., police responded to Broadway after a man told police he had been attacked while he was sleeping. The man told police there had been a party at the residence earlier. After he went to bed, he awoke to three men beating him. The men ran from his room and police did not locate them. The victim was taken to the hospital for evaluation. 
  • At 7:04 a.m., police moved a person who was sleeping in their car on Blaney Street.
  • At 11:11 a.m., a loose dog was found on Read Street. Lynn Animal Control was notified as the dog had Lynn tags.
  • A car was reportedly broken into when it was parked at the South Harbor Garage between 1 and 3 p.m. The window was smashed.
  • Police responded to Washington Street at 4:15 p.m. after someone reported a car had been running for four hours.

The following people were arrested:

  • Francis D. Bennett, 22, 10 Lynch St., on charges of driving with a revoked license and having defective equipment.
  • Luigi Francisco, 22, 23R Aborn St., on charges of aggravated assault and battery.
  • Daniel Moya, 18, 6 Park St., on charges of impeded operation and driving without being licensed.
  • Bryna C. Rudolph, 31, 56 Margin St., on a warrant out of Framingham. 
  • Michael Vasquez, 44, 21 North Main St., Ipswich, on charges of illegal possession of a class A substance, trespassing and being a disorderly person.
