Once Demoted Salem Police Captain Gets Promotion
Salem Police Lt. Brian Gilligan was named acting captain five years after he was demoted over a detail scandal.

SALEM, MA — The Salem News is reporting that Salem Police Lt. Brian Gilligan was named acting captain. Five years ago, Gilligan was demoted from captain after an internal review found he had worked private details while on duty on 24 occasions in a one-year period. In addition to the demotion, Gilligan was suspended for five days, lost vacation time, ordered to repay the city and banned from taking private detail work for a year.
Gilligan started in his new role Monday and is filling a vacancy created when Conrad Prosniewski retired at the end of June, according to the newspaper. "In the acting position, he's just going to assume some of the roles of what Conrad did in the administrative auxiliary — property and equipment, building, cruisers, radios. He's going to handle that portion of things for now, for the next couple months," Salem Police Chief Mary Butler said.
