Salem Developer Awarded $2.25 Million For 20-Unit Housing Project
The Norman Street project was among projects awarded $18 million to develop 228 units of housing in Gateway cities statewide.
SALEM, MA — A proposed 20-unit mixed commercial and housing project in Salem was awarded $2.25 million in state funding as part of $18 million in funding to help support the creation of 288 new housing units at 10 projects across six Gateway cities, Gov. Maura Healey announced on Tuesday.
Healey said the Housing Development Inceptive Program funding was part of a one-time infusion of $57 million as part of the $1 billion tax cuts package that she signed in October 2023.
"Together, we’re making it more affordable for people to live in their communities while also attracting more business, industry and culture to our incredible Gateway Cities," Healey said during a visit to Fitchburg, home to two of the HDIP-funded projects.

The Salem project at 38 Norman Street is sponsored by Kinvarra Capital.
According to Kinvarra's website, "the plans for this mixed-use project — apartments with first floor commercial — have been approved by the city of Salem, and we are in the process of finalizing our building plans."

"These awards represent this administration's continued commitment to meeting today's housing demands and meeting them quickly," said Lt. Gov. and former Salem Mayor Kim Driscoll. "This funding brings a significant impact to cities across the state and goes a long way toward making Massachusetts a more affordable place to live, work, start a family and build a future."
Other projects are in the cities of Holyoke, Hyannis, Lowell and Worcester.
