Winchester to Increase Water, Sewer Rates 4 Percent
The increase will start in the final two quarter of fiscal year 2016, per reports.

Residents have not seen water and sewer rates increase in Winchester in a number of years, but it appears as though that is about to change, according to published reports.
Beginning in fiscal year 2016, the water and sewer rates in Winchester will increase by 4 percent in the last two quarters of the fiscal year, then in all of fiscal years 2017 and 2018, according to a report from the Daily Times Chronicle.
The 4 percent increase will amount an increase of about $3 for the average user, the Daily Times Chronicle said. According to the report, the average user pays $84.11 per quarter, but will by $87.27 in fiscal year 16, $90.57 in fiscal year 17 and $93.99 in fiscal year 18.
