Those gathered at a town meeting in Winchester Monday voted down a proposed bylaw that would have placed a ban plastic bags across town.Voters rejected the proposal 81-65. If passed, the bylaw would have prohibited local retail businesses from using plastic bags for "point of sale" purchases.Aside from the plastic bag bylaw, 19 others items up for vote did pass. Most notably, Winchester approved an increase to water and sewer bills. Additionally, funds for various capital projects were approved.
