Multi-Year Curtis Apartments Project Reaches Phase 2
This phase will deliver 150 new apartments across three new, fully electric buildings.

WORCESTER, MA — The Worcester Housing Authority and Trinity Financial celebrated the groundbreaking for the second phase of mixed-income housing in Worcester on Thursday.
The multi-year project at Curtis Apartments has officially reached phase two, marking the start of construction of the Economic Opportunity Center, according to WHA. The four-phase redevelopment plan promises to transform the 70-year-old apartment building into a modern, mixed-income community.
The new EOC, located along Tacoma Street, will be a community facility designed to serve residents of Curtis Apartments and the neighboring Great Brook Valley Gardens. It's part of a four-story mixed-use building, which will be the centerpiece of Phase 2, according to WHA.

There will be a community space, offices for WHA staff and an additional branch of the Worcester Public Library. Plus, the upper floors will include 24 mixed-income apartments.

“I can’t think of a better symbol of what we strive for here at WHA than an Economic Opportunity Center,” said WHA CEO Alex Corrales . “To have all the resources our residents need to grow and create better lives for themselves and their families, it really is so empowering, and as someone who grew up in public housing, I can’t stress enough how critically important it is to make sure our residents feel like anything is possible.
Construction on the EOC is expected to take 20 months to finish, according to WHA. The first building is slated for completion in late November, while the second building is expected to be completed by March 2026.
Overall, Phase 2 will deliver 150 new apartments across three new, fully electric buildings.

"This project represents the future of housing—vibrant, connected communities where families have the tools they need to succeed right at their doorstep.”
