Worcester Staffing Agency, Owner Indicted In Nursing Home Fraud Scheme
A former employee was also indicted on charges of attempted larceny and identity fraud.
WORCESTER, MA —A Worcester County Grand Jury returned 13 indictments against a Worcester-based temporary nurse staffing agency, its owner, and a former employee, according to the Massachusetts Attorney General's Office.
Blooming Staffing Agency, Inc., its owner, Catherine Kibe, and a former employee, Osaretin “Jerry” Osazee, are all facing charges for staffing nursing homes with uncertified individuals and fraudulently billing those facilities for services they provided.
Kibe, 46, has owned Blooming, which contracted with and provided nurses to nursing homes in the Worcester area since 2020.

The AG suspected that Kibe knowingly allowed and/or instructed uncertified individuals to work as certified nursing assistants in nursing homes in the Worcester area. She also fraudulently billed nursing homes for the staffing services by claiming that her employees were certified.
Osazee, 29, worked at Blooming from 2023 to 2024. He worked at those nursing homes but never obtained a CNA certificate in Massachusetts.

Blooming is charged with Larceny by False Pretenses Over $1,200, Larceny by False Pretenses under $1,200, and Attempted Larceny by False Pretenses; Kibe is charged with Larceny by False Pretenses Over $1,200, Larceny by False Pretenses under $1,200, Attempted Larceny by False Pretenses, and Identity Fraud; and Osazee is charged with Attempted Larceny by False Pretenses and Identity Fraud.
