His passenger, a 31-year-old woman from Macon, Georgia, was also taken to a nearby hospital where she was listed in stable condition, officials said.
Neither Cowgill nor the woman was wearing a helmet, officials said.
The 37-year-old Pontiac woman who was driving the GMC was wearing a seatbelt and was not injured in the crash, officials said.
Officials said the GMC had the right-of-way at the intersection where the crash happened. The ATV that Cowgill was riding was not legal for on-road use, officials said.
"Once again, a preventable tragedy has occurred," Oakland County Sheriff Michael Bouchard said. "An individual illegally operating an ATV lost his life, and his passenger was seriously injured. Incidents like this underscore the importance of safety and proper equipment use to help avoid such heartbreaking outcomes."
Officials were still investigating the crash.
