Troy Man Charged With Sexual Misconduct
A 43-year-old Troy man was arraigned Friday on three counts of criminal sexual conduct, fourth degree.

TROY, MI — A 43-year-old Troy man was arraigned Friday on three counts of criminal sexual conduct, fourth degree, in connection with an incident at a downtown Farmington spa. Con Van Vuong, owner of Oriental Spa at 33409 Grand River Avenue, is accused of sexual misconduct against a 23-year-old Livonia woman.
Farmington Police said the woman was a customer at the spa on May 11. Each sexual misconduct count is a misdemeanor that carries a maximum penalty of two years in jail, according to a CBS Detroit report. A bond was set for Vuong at $150,000/10 percent cash. His next court date is scheduled for Friday, May 26.
The Livonia woman told police Vuong asked her to take her clothes off and lie on her stomach under a sheet on a massage table, CBS Detroit reported. Shortly after the massage began, Vuong told her to turn over and lie on her back. Police believe Vuong removed the sheet and began touching the woman’s breasts and genital area.

Police reports said Vuong also grabbed the 23-year-old’s hand and placed it on his genitals. The Livonia woman then fled the room and called police, who responded quickly and arrested Vuong.

According to the Michigan State Police’s Public Sex Offender Registry, Vuong is a registered sex offender. He was convicted in 2004 of third degree criminal sexual conduct in Oakland County Circuit Court.

Farmington Public Safety Director Frank Demers said investigators believe there may be additional victims. “It’s clear his intent was to take advantage of this victim for sexual gratification,” he told CBS Detroit. “Because of the brazenness of his actions, it is likely that he has assaulted other women at his business in the past.”
Demers said Vuong doesn’t have a license or certification to practice massage. “While the City of Farmington has an ordinance to regulate businesses offering massage therapy, people should take time to research the business to ensure that massage therapists are licensed,” he told CBS Detroit.
