2 Students Charged With Prescription Drug Sale, Possession at School
An Apple Valley man, an Eagan man and one a minor allegedly sold and bought Adderall and Vicodin from each other at a Dakota County school in the spring.

Two students are charged with felony drug crimes after staff at a school in Dakota County reported that three students—one a minor—allegedly sold the prescription drugs Vicodin and Adderall to and bought them from one another.
Patrick Jonathan O'Neill, 18, of , is charged with three felonies: third-degree sale of a controlled substance, and two counts of fifth-degree controlled substance possession. The sale charge could net a maximum penalty of 20 years in prison and a $250,000 fine, while each possession charge holds a maximum penalty of five years in prison and a $10,000 fine.
Samuel Anthony Burt, 18, of Eagan, is charged with felony fourth-degree sale of a controlled substance, the maximum penalty for which is 15 years in prison and a $100,000 fine.

According to the criminal complaints, school staff on April 5 told the school resource officer that they had knew of three students they believed had sold and possessed prescription drugs while at school, and that another student had reported O'Neill and Burt allegedly selling and buying drugs from one another.
A staff member had talked to Burt, who allegedly said he had given his Adderall to other students in the past, the complaint says. The staff member then spoke with O'Neill, who allegedly had 15 Vicodin pills and eight Adderall pills in his possession, and said he had bought the Vicodin from the third student (a minor) and the Adderall from Burt, according to the complaint.

The complaint says the minor told the school resource officer that he had sold O'Neill the Vicodin, and that O'Neill had sold him Adderall.
O'Neill later allegedly told the school resource officer that he had had Vicodin and Adderall when he talked to the other staff member, the complaint says. He said he didn't have a prescription for either drug.
He also allegedly said he had paid the minor $65 for the Vicodin and that he sold the minor Adderall in March. He said he had bought Adderall from Burt earlier in April, the complaint says.
The Dakota County Drug Task Force identified the substances as Vicodin and Adderall, the complaint says.
The Dakota County Attorney's Office has issued summons for both men.
