Area Sex Offender In Court After Nationwide Arrest Warrant Issued

A Lakeville man appeared in court on Nov. 28 after failing to register as a predatory offender for almost a full year.

According to a Dakota County criminal complaint filed by Lakeville police:

Sean Charles Fikes, 35, submitted a change of address form to the Minnesota Bureau of Criminal Apprehension (BCA) on July 7, 2010.

The form stated that his new address would be located in the 16000 block of Foliage Ave in Apple Valley, Minn. 

Nine months later in Apr. 2011, BCA officials sent a verification form to the registered address which Fikes was supposed to have returned within 10 days.

Lakeville police attempted to contact Fikes on several occasions by going to the address listed and calling his last known mobile phone number.

By May 2011, Fikes still had not been found, all mail was returned as nondeliverable and his mobile number was out-of-service. 

Lakeville police then issued a nationwide arrest warrant for Fikes.

Fikes was convicted of third-degree criminal sexual conduct in June 1997 and was required to register his residence for 10 years thereafter.

But, since Fikes was incarcerated for separate offenses in 2004, 2005, 2006 and 2009, he was required to register as a predatory offender for 10 years after the release date of his most recent incarceration.

Thus, Fikes is required to register until Mar. 12, 2019.

If convicted of the charge, Fikes faces a maximum sentence of five years in prison and a $10,000 fine.
