"I wish to commend the Apple Valley Police Department, the Minnesota Bureau of Criminal Apprehension, and all the other assisting law enforcement agencies for their quick and effective response in locating this toddler which led to his safe return and the apprehension of Mr. Ingram," Dakota County Attorney Kathy Keena said in a statement.

Ingram has two biological children, but he does not have custody over either, police said. The court ordered him in July to stay away from the children and their home, according to court documents.

The mother has sole custody of the children and lives with them in Apple Valley, according to police.

On Oct. 30 just before 5:30 p.m., police responded to the mother's home.

The mother was distraught and told police that Ingram took her son and she "was never going to see him again," the criminal complaint states.

The woman said she had just returned home with her boyfriend and her two children when Ingram was there and tried to take both kids, police said.

Ingram picked up one child and put him in the front passenger seat of his car, but the second child successfully refused, according to authorities.

The woman and her boyfriend yelled at him, but Ingram yelled back " I want my kids" and left in his car with the child.

Police tracked Ingram’s cell phone to a place in Minneapolis, where they found him and the boy, the criminal complaint said.

The boy was safely returned to his mother, according to police.
