2020 Fatal Shooting Of Minneapolis Man Was 'Justified': Keena

DAKOTA COUNTY, MN — The fatal 2020 shooting of Dolal Idd by Minneapolis police was justified Dakota County Attorney Kathryn Keena announced Friday.

Keena was asked to review the incident by the Hennepin County Attorney's Office.

Idd was fatally shot Dec. 30, 2020, by officers Paul Huyhn, Darcy Klund and Jason Schmitt, the county attorney's office said.

According to officials, Idd was under investigation for illegal firearms sales by the Minneapolis First Precinct Community Response Team. Using an informant, the CRT arranged to buy a firearm from Idd at the Holiday Station Store off of Cedar Avenue in Minneapolis, officials said.

Officers were parked near the store in both marked and unmarked squad cars, officials said.

Idd arrived just after 6 p.m. that night and had a woman with him in the passenger seat, officials said.

Once Idd arrived, Officer Huyhn pulled in directly behind him in a fully marked squad car and turned on its lights and siren, officials said. Huyhn and another officer got out and walked towards Idd's car, firearms drawn, while other squad cars positioned themselves around Idd's car to try and block him in, officials said.

Idd tried to maneuver his car around the squad cars to escape and Huyhn yelled at him to stop the car while still pointing his firearm at him, officials said. Officer Schmitt left his car and also pointed his firearm at Idd, yelling for him to put his hands up, officials said.

Idd kept trying to drive away, so officers began to block him in with their squad cars, officials said. The officer who was with Huyhn yelled out that the car had a passenger in the passenger seat and to "watch the crossfire," officials said.

Sergeant Klund positioned his squad car so it pinned Idd's car against a red pickup truck, officials said.

Pinned in, officials said that Idd shot his firearm and hit Klund's car. Huhyn, Schmitt and Klund returned fire, fatally shooting Idd, officials said. The witness was not injured, according to officials.

After the shooting, officers approached Idd's car and saw him slumped over with gunshot wounds, including some to his head, officials said. Officers also saw a gun and cartridge case in the car, officials said.

Idd was pronounced dead by EMS soon after, officials said.

The passenger later told police that she only knew Idd as "Bird" and had known him for a few months before he asked to borrow her car to "meet up with someone," and didn't tell her the purpose of the trip, officials said. She also said that she had seen Idd with the same gun he had used to shoot at police a few days prior, officials said. The woman also said that right before Idd shot at police he said he "didn't want to go to jail this year," officials said.

"Although I have concluded the use of deadly force was justified in this instance, any loss of life is a tragic occurrence and I wish to extend my personal condolences to the family of Dolal Idd for their great loss,” Keena said of her decision.
