Edina residents' taxes could increase in 2014 by as much as 2.7 percent.The city council unanimously approved a $27.4 million preliminary tax levy at its Monday meeting—an increase of $725,771 over 2013.These figures can go down but not up by December, when the council will vote on a final budget after holding a public hearing."I would characterize this as more than a lights-on budget, but it does not anticipate increases in the number of staff that we have," city manager Scott Neal said during Monday's meeting.The proposed increases go toward a roughly 2 percent increase in staff compensation, debt service and additional technology spending, mostly to update licenses from Microsoft and other software companiesThe owner of a median-priced, $400,000 home would be see a tax hike of $24 in 2014.A public hearing has been set by the council for Dec. 3. The council is expected to vote on the budget on Dec. 17.
