June 13, 1930: It's that time of year, and the headline of the West St. Paul Booster and Dakota County Globe heralds the graduation of 29 students from the eighth grade in 1930.  The Sibley school graduated 14 students, and the Emerson school graduated 15 students, according to the report.  Superintendent Herbert L.
