Council adopts 2022 budget and levies

The city council adopted the 2022 budget and set the levies to be collected next year. These levies are the tax levy, the Minnetonka Economic Development Authority special benefit tax levy, and the Bassett Creek Watershed Management Tax District tax levy. The levy increase of 5.6% will place the City of Minnetonka’s levy increase slightly above the average of 5.2% among comparable cities in the area.

Council approves liquor license renewal applications for 2022

The city council approved all 47 liquor license renewal applications for 2022. A full list of the renewals can be found on page 46 of the agenda packet.

The city council approved the final site and building plan, with variances and an expansion permit, and a conditional use permit for Mister Car Wash at 17600 Highway 6. The proposed 5,400 square foot car wash building would replace the existing bank building currently at the corner of County Road 101 and Highway 7.

Council introduces ordinance amending city code related to waste and recycling

The city council introduced an ordinance that would amend city code ordinance 835, which relates to waste collection, waste disposal, and recycling. The proposed ordinance provides general updates to current practice and procedures, and incorporates organics collection. A list of the proposed changes can be found on page 98 of the agenda packet. This ordinance will be brought back to the council at the Dec. 20, 2021 meeting for final consideration and adoption.

Council approves utility rates and deferral interest rate

The city council approved various utility rates and set the deferred interest rate, effective with bills issued January 1, 2022. The rates approved are the municipal and sanitary sewer rates, municipal water and sanitary sewer connection fees, recycling fees, storm water fees, and the interest rate for the Sewer Access Charges (SAC) and Residential Equivalency Charges (REC) programs. Details regarding these rates and fees can be found on pages 124 through 127 of the agenda packet.

Council approves plans for Dick’s House of Sport at 12437 Wayzata Boulevard

The city council approved an amendment to the Ridgedale Center master development plan, final site and building plans, and a site amendment plan. This will allow improvements to be made to the Dick’s House of Sport to be located at 12437 Wayzata Boulevard. These improvements include an outdoor athletic field, a connection to Ridgedale Commons, stormwater and parking lot improvements, landscaping, and new exterior signs to reflect the updated brand.

Council discusses concept plan for 14317 Excelsior Boulevard

The city council reviewed and discussed the concept plan for the proposed redevelopment of the property at 14317 Excelsior Boulevard. The applicant is proposing to remove the existing single-family home and construct a four-story, 36-unit apartment building. The council provided feedback to staff and the applicant, but no formal action was taken.

Council discusses process for hiring a new City Manager

The city council discussed the options for recruiting and hiring a new City Manager, and provided direction to staff on next steps and timing for the process which will begin in early 2022.
