ST. PAUL, MN — As 2025 comes to a close, WARN notices filed throughout the year offer a clear snapshot of where Minnesota’s largest job losses were concentrated, with major closures and layoffs announced across health care, manufacturing, and service-sector employers.
Under federal law, companies are required to file Worker Adjustment and Retraining Notification (WARN) notices when planning mass layoffs or permanent closures.
Because those notices are filed in advance, the year a WARN is issued does not always align with the year layoffs actually take effect.

Based on WARN filings issued to the Minnesota Department of Employment and Economic Development’s State Rapid Response Team during 2025, these were the largest layoffs announced over the course of the year.

Dependable Home Healthcare
- Approximately 406 employees
- St. Paul
- WARN issued Nov. 4, 2025
Dependable Home Healthcare filed the largest WARN notice of the year, announcing the permanent closure of its St. Paul operation at 23 Empire Drive. The company cited ongoing business challenges and anticipated regulatory changes. Layoffs are scheduled to occur in six phases beginning Jan. 3, 2026, and concluding March 13, 2026.
Nilfisk Inc.
- Approximately 105 employees
- Brooklyn Park
- WARN issued Sept. 26, 2025
Nilfisk Inc. announced the permanent closure of its Brooklyn Park facility at 9435 Winnetka Ave. N. Layoffs began in December 2025 and will conclude May 1, 2026, following a revised WARN filing. Some affected employees are represented by IAMAW Local 77.
EDS Service Solutions, LLC
- Approximately 94 employees
- Minneapolis
- WARN issued Nov. 24, 2025
EDS Service Solutions filed a WARN notice after losing its contract with Avis Budget Group. The Minneapolis facility at 7542 Longfellow Ave. S. is scheduled to close, with permanent layoffs taking effect Jan. 20, 2026. Affected employees are represented by Teamsters Local 120.
The Vollrath Company, LLC

- WARN issued Dec. 4, 2025
The Vollrath Company announced the permanent closure of its Newport facility at 910 Hastings Ave. The closure is scheduled for March 27, 2026, with layoffs occurring between Feb. 6 and March 27, 2026.
Nordstrom Credit Bank
- Approximately 4 employees
- Remote Minnesota workers
- WARN issued Nov. 20, 2025
Nordstrom filed a WARN notice affecting Minnesota-based remote employees tied to its Nordstrom Credit Bank operations in Colorado. The layoffs are connected to the company’s transition of credit operations to TD Bank and are scheduled to occur between February and April 2026.
Why These Filings Matter
WARN notices serve as an early signal of significant workforce changes, allowing state and local agencies to coordinate reemployment services, training, and support for affected workers. While many of the layoffs announced in 2025 will take place in 2026, the filings themselves provide a year-end look at which industries and employers faced the greatest workforce reductions during the past year.
