Sen. Terri Bonoff: Budget Targets Dominated Discussion at Capitol

Given that it is second deadline, we expected to be overwhelmed with committee meetings and bill hearings. Yet the process has been orderly.
The most notably difficult day was on Monday, when I presented four bills. I am pleased to say that each progressed. What dominated the discussion around the Capitol this week was the release of the House and Senate budget targets.
These targets, presented by DFL caucus leadership, identify proposed investments in each budget area. They are important because they reflect the priorities of each body. With the Legislature on spring recess this week, the release of this information now allows us time to digest these figures and return with our own responses.

The attached chart shows the budget targets for each area proposed by the Governor, House and Senate (note: House targets are organized differently than the Senate and Governor, so certain areas are not directly comparable. For a breakdown of House budget targets, click here).
These established targets are only as sound as our ability to pass a final budget. However, we are nowhere near reaching consensus. Each target represents large areas of our budget. We must examine EVERY DOLLAR spent, identifying where we can save or cut, where we maintain and where we invest. I understand our economic recovery is fragile and view this process in that light. We must streamline government, cut where the outcomes are lacking and invest in ways that promote growth. Yet through it all we must ensure the effective, compassionate safety net for those most vulnerable among us.

Recess
This week, the Senate will be on spring recess. We will not be meeting in committees or on the floor. I will be celebrating Passover at my home and will then visit my son, Adam, in California later in the week. I wish you all a Happy Holiday as you observe your traditions.
