22-Year-Old Used Fake ID To Enroll At White Bear Lake High School: Police
Authorities say Kevin Luebke posed as a homeless teen using a foreign birth certificate and even joined football practices.

WHITE BEAR LAKE, MN — Police are investigating after they said a 22-year-old man falsified records to enroll as a teenager at White Bear Lake Area High School this fall.
School staff reported the incident on Sept. 29 after discovering the man had been attending classes under false pretenses. Investigators believe falsified documents were used to facilitate his enrollment.
Charges have not yet been filed.

KSTP identified the man as Kevin Luebke, who enrolled under the name "Kevin C. Perry Jr." as an unaccompanied homeless youth, according to authorities.
He presented a foreign birth certificate that appeared authentic and listed his age as 18, White Bear Lake Area Schools Superintendent Wayne Kazmierczak told the TV station.

Luebke was enrolled at the school from Sept. 3–29 and even joined three football practices, though he never played in a game or traveled with the team.
Kazmierczak said state law requires districts to enroll students who claim to be unaccompanied homeless youth, even if they lack full documentation such as immunizations, academic records, or proof of residency.
At the time the case was reported, Luebke was already in custody at the Anoka County Jail on unrelated charges. He has since been transferred to the Washington County Jail on separate matters not connected to the alleged fraudulent enrollment, according to police.
The White Bear Lake Police Department said the district has been fully cooperative with the investigation.
