Chedor TV, Of St. Paul, Cyberstalked Girl: Feds

ST. PAUL, MN — A St. Paul man admitted in federal court to cyberstalking and recording a girl without her knowledge, U.S. Attorney Andrew M. Luger announced Thursday.

Chedor TV, 39, pleaded guilty to one count of production of child pornography. A sentencing hearing has not yet been scheduled.

From July 2019 to February 2023, TV created multiple online personas on apps such as Discord and Snapchat to cyberstalk a girl, according to authorities.

He used aliases such as "Chang Vang" and "Hailey Ly" to pose as a minor and communicate with the minor victim, sending her sexually explicit pictures, investigators said.

While the girl was unaware that TV was cyberstalking her using these online aliases, TV also secretly recorded the minor victim while she was naked in the shower at his residence, according to authorities.

TV also recorded a sexually explicit video depicting the minor victim while she was asleep at his residence, investigators said.

When the girl tried to cease contact with "Chang," TV threatened to share explicitly videos and images he took of her without her knowing, "causing her substation emotional distress," prosecutors noted.
