St. Paul Declares Snow Emergency: What To Know About Parking Rules And Plowing
Residents must follow night and day plow rules through Thursday to avoid ticketing and towing during the 96-hour Snow Emergency.

SAINT PAUL, MN — A Snow Emergency is in effect in Saint Paul after the city declared it on Sunday afternoon. Crews began plowing Night Plow Routes at 9 p.m. Sunday, and Day Plow Routes will be plowed beginning at 8 a.m. Monday.
Residents must move their vehicles according to the city’s plowing schedule or risk being ticketed and towed. Night Plow Routes include downtown and all streets marked with “NIGHT PLOW ROUTE” signs. Any street without those signs is considered a Day Plow Route.
A Snow Emergency lasts 96 hours, meaning parking restrictions remain in place until 9 p.m. Thursday. The city urges residents not to park where streets have not yet been plowed to the curb and to always follow posted signs.

City officials also issued several reminders to help operations move smoothly. Sidewalks must be shoveled within 24 hours, and snow may not be pushed into the street. Recycling and garbage carts should be kept off the roadway and placed only in the boulevard or at the end of driveways.
The city is asking residents to clear fire hydrants and remove snow from storm drains when possible to prevent flooding.

Free off-street parking is available during the first 24 hours of the Snow Emergency, from 5 p.m. to 5 p.m., at the Block 19 Ramp located at 145 E. 7th Street.
