SandVenture, Lions Park concept plans presented to Council

Confluence presented concept plans for SandVenture and Lions Park to City Council. Concept designs were generated from more than 1700 comments collected by staff through the Social Pinpoint Survey which was available to residents in early 2021. Some Lions Park improvements highlighted include:

  • Changes to the disc golf course, including new benches at holes, and re-alignment of holes to limit interference from paths.
  • A Miracle Field, providing a handicap accessible baseball field in Shakopee.
  • Expanded parking for events
  • Additional pickleball courts and shaded waiting areas

A more in-depth concept plan was completed for improvements at SandVenture Aquatic Park. They included a new and improved entry building, with expanded changing rooms, restrooms and refreshment facilities. The pool itself would be given a facelift with new amenities, such as a climbing wall, tot play area and more. Plans also include a facility that the city could lease as a bistro to be open year round. Confluence provided plans to activate SandVenture in the winter, including plans to use the space as a skating rink. Council provided feedback on the plans and took no action. Preliminary Capital Improvement Plan presented to Council

City Council received a presentation of the preliminary Capital Improvement Plan (CIP) for 2022 – 2026. This five-year plan includes all projects that require the spending of public funds for acquisition, construction or replacement of infrastructure necessary for the community. Although the CIP is not a budget, the information it provides is crucial to creating the city’s yearly budget. The CIP will be brought before Council for final approval in September. After its approval, projects for 2022 from the CIP will be added to the budget, which is scheduled for adoption in December.  More information: Nate Reinhardt, Finance Director 952-233-9326.

Final plat of Windermere South Fifth Addition approved

City Council approved the final plat of the Windermere South Fifth Addition. D.R. Horton Inc. submitted a plat for a property that covers roughly 39 acres north of CSAH 78 and west of Zumbro Avenue. The applicant has proposed a final plat that would consist of 57 single family homes. Construction on the homes is set to begin in December. Final plat of Valley Crest First Addition approved

City Council approved the final plat of the Valley Crest First Addition. The 56.2-acre property is located on the west side of Mystic Lake Drive between Valley View Road and 17th Avenue East. M/I Homes will begin construction of 71 lots on the property. Council previously approved a preliminary plat and Planned Unit Development of the site on April 20. The first phase of construction will consist of 14 villa style homes, 23 carriage lots, 34 single-family lots and outlot areas for open space. Grading on the site is ongoing. Public hearing set for modification of Tax Increment Financing Plan for Canterbury

City Council approved a resolution to set a public hearing for the modification of the Canterbury Tax Increment Financing District number 18 for Sept. 7, at 7 p.m. The district has been modified several times, and the resolution allows Council to amend the plan. The amendment will reflect the budget to include additional costs associated with County Highway 83 improvements, actual costs incurred by the city and Canterbury for infrastructure. Utility extension on Maras Street, 13th Avenue and Hansen Avenue authorized

City Council authorized a professional services agreement with WSB and Associates for the design and construction of a utility extension project at Maras Street, 13th Avenue and Hansen Avenue in an amount not to exceed $772,058. The Council approved a resolution ordering improvements and preparation of plans at the site on April 20. Shakopee Public Utilities and City Council met with property owners on May 25 to discuss funding options for their portion of the project. Minnesota Pollution Control Agency presents update on regional landfills

A representative from the Minnesota Pollution Control Agency (MPCA) presented information about regional landfills to the City Council. MPCA staff presented information about the DemCon and Burnsville Landfills which are currently in the permitting process. Council took no action.
