Man Accused In Drunk Driving Crash That Killed MN Mom Deported Before Trial

MINNEAPOLIS, MN — A man in the United States illegally who was accused of killing a woman while driving drunk in Minneapolis last year was deported to Ecuador before his case could be resolved in a Minnesota courtroom.

German Llangari Inga was charged in Hennepin County Court with criminal vehicular homicide in connection with the August 2024 death of Victoria Eileen Harwell, a Minnesota mother.

According to court documents, Llangari Inga had a blood alcohol content of more than twice the legal limit at the time of the crash. A breath test taken shortly after the crash revealed his BAC was over 0.16 percent.

A follow-up blood test taken about two and a half hours later measured his BAC at 0.141 percent, authorities said.

U.S. Immigration and Customs Enforcement (ICE) said it first issued a detainer for Llangari Inga after his arrest on Aug. 4, 2024. However, the Hennepin County Jail released him on Aug. 6 without notifying ICE, federal officials said.

He was arrested again on May 10 on an outstanding warrant related to the same fatal crash. ICE issued another detainer the same day, but he was again released from custody on May 13 without notice, according to federal authorities.

ICE agents arrested Llangari Inga on May 16. He has since been deported to Ecuador, where he is originally from, the Star Tribune reported.

"Despite a lack of cooperation from local Minnesota authorities, ICE arrested criminal illegal alien German Llangari Inga," said Assistant Secretary Tricia McLaughlin in a news release in May.

"Tim Walz should be thanking ICE, not using despicable rhetoric. Remember, sanctuary politicians are fighting for criminal illegal aliens. President Trump and Secretary Noem are fighting for the victims of illegal alien crime, like Eileen Harwell."

Federal officials said Hennepin County refused to honor ICE detainers in the case twice.

But the Hennepin County Attorney’s Office told the Minnesota Star Tribune that the deportation means he "will not face any consequences for the death" of Harwell, despite being charged.

"The federal government’s dangerous, mindless commitment to deporting people who should be held accountable in the communities they harmed is devastating to victims and their loved ones," County Attorney Mary Moriarty said.

Harwell’s father, Victor, told the newspaper he was disappointed about Inga not facing a trial: "It doesn’t surprise me, with the climate of our country and what’s going on out there."
