Cottage Grove police are investigating a potential animal cruelty incident after several dead dogs were found in the same spot.
AHS closed its metro area shelters on April 6 in response to a canine flu outbreak. Five dogs had to be euthanized, the organization said.
"Taho" was found with a broken leg hiding in a snow bank amid subzero temperatures, deputies said.
According to Minnesota's Pollution Control Agency, animals become ill when they ingest the toxins from the algae.
