  1. St. Louis Mayor Tishaura O. Jones has appointed two key policy and communications positions. Casey Millburg will join the city's administration as policy director, and Willie Prothro, Jr., has been named community communications and engagement assistant.   2. Forecasters say the St. Louis area could experience its first seasonal bout of severe winter weather as early as next week. A storm system developing off the coast of the Pacific Northwest is expected to bring a cold front through the Midwest, though meteorologists say the biggest threat is likely to be heavy rain and high winds.   3. A 15-year-old boy was hospitalized after he was shot near Vashon High School on Thursday. According to the St. Louis Metropolitan Police Department, witnesses reported hearing an argument shortly before multiple gunshots were fired. The department is still investigating the incident.
