  1. St. Louis police have identified the victim of a Halloween morning shooting and have made an arrest in the case. Leeland Ross, 45, has been arrested on suspicion of involuntary manslaughter for the Sunday killing of 41-year-old Demetrius Combs who was found shot in the stomach lying on the bedroom floor inside a home in the city’s Academy neighborhood.   2. St. Louis County Executive Sam Page foreshadows when the St. Louis County Health Department plans to start vaccinating children between the ages of 5-11 against COVID-19. The FDA recently approved the use of the Pfizer COVID-19 vaccine for kids between ages 5-11. Approval from the CDC could come this week and the St. Louis County Health Department aims to be ready as soon as possible. (KMOV 4)
  3. St. Louis police on Tuesday identified a man who was shot to death over the weekend in the city's O'Fallon neighborhood. (St. Louis Post-Dispatch)
