The report reviews the civil division’s work in civil litigation, child protection and involuntary commitment. Each section provides a comparison of data from 2012 to 2021 and summarizes the current crime trends in Missoula County.

    The Missoula City-County Health Department is pleased to welcome Holli Hargrove as the new Animal Control manager. Hargrove will oversee operations at the public shelter, field services and a staff of 12 employees.

    Hargrove brings to Missoula more than a decade of experience in animal welfare, working in open-admission government facilities and limited admission nonprofit shelters. She has a bachelor’s degree in environmental science from the University of Alabama at Birmingham, a law degree from Birmingham School of Law, and certificates in animal shelter management and animal shelter behavioral management from the University of the Pacific.

    Missoula County commissioners will join the state of Montana in “recognizing the accomplishments and contributions of Black Americans who are part of the fabric of our Nation” and proclaim Black History Month at their 2 p.m. Thursday, Feb. 24, public meeting.

    Commissioners to hear final resolution to establish county-wide energy efficiency investment program

    C-PACE programs allow commercial property owners to invest in energy efficiency, water conservation, renewable energy systems and clean energy improvements and pay those investments back through an assessment on their property taxes. Owners of commercial, industrial, agricultural and multifamily properties of at least four units would be eligible to participate. There would be no cost or impact on any property owner who does not choose to participate in the program and participating commercial property owners would work with private lenders to finance projects, which would then be repaid through their property taxes.

    I started with Missoula County in August 2021 after driving across the country to move to Montana specifically for this job. Before coming to the County, I worked in a position very similar to the one I have now, and prior to that, I owned a contracting company for 27 years that specialized in historic restoration of public landmarks, registered homes and public parks. We also built houses, additions and did renovations to public, private and commercial properties.  

    My first building inspector license was granted in New Jersey in 2004. I added to the inspector’s licenses as I ran my business; it helped me attain permits and pass inspections. Since coming to Montana, I’m proud to have earned my International Code Council’s Master Code Professional designation, the highest level of code council certification and the “gold standard” for demonstrating proficiency in the code profession. As a master code professional, I'm responsible for all the technical and managerial aspects of code enforcement. 

    Earing the MCP is a pretty rare event. There are about 900 MCPs walking the planet, with only four in Montana. This award represents over 18 years of dedicated persistent study and certification driven solely by personal initiative. 

    I really enjoy the people I work with. We are a positive, somewhat silly group. A group that doesn’t take themselves too seriously, with lots of jokes and laughter every day and yet, they get the job done, and rise to challenges with relish. I really lucked out with the people in the building division.
