MPD made contact with a witness who resides in the apartments above the basketball facility. The witness said he heard a “loud aggressive argument” and went outside his apartment and began recording using the SnapChat feature on his phone.

The witness described the person later identified as the victim, “yelling at the shooter holding his arms up and walking aggressively towards the shooter.” A single shot was fired according to the court paperwork, and the suspect “lingered” in the parking lot and then left in a red vehicle.

MPD spoke to another person who had been inside the basketball facility and witnessed the shooting victim arrive at a basketball game in progress. The witness said the victim was yelling at Bell. Bell then went to a duffle bag removing a handgun, “racking it” and pointed it at the shooting victim.

Another person interviewed at the scene said that a person playing basketball was engaged in an argument, and then placed a call to his Uncle. The person advised police, “He called his uncle because he felt threatened and wanted his uncle to make him feel safe.”

Bell was identified by several people from a photograph provided from the basketball roster.

Kyle Bell went to the Manchester Police Headquarters where he was arrested and charged with felony first-degree assault, felony reckless conduct, and felony criminal threatening with a deadly weapon.

The judge ordered Kyle Bell held on preventative detention based on the multiple serious charge, and deemed him a danger to the public.
