CONCORD, NH — Phillip M. Downes, born in 1974, of Concord, was arrested at 10:51 a.m. on Oct. 2, 2025, on simple assault and disorderly conduct charges. He was arrested after an incident or investigation at the Abbot-Downing Elementary School at 152 South St.

Samantha Ashley Kemp, born in 2006, of Concord, was arrested at 6:15 p.m. on Oct. 1 on a stalking charge after an incident or investigation on Bog Road.

Kimberly D. Campbell, born in 1991, of Concord, was arrested at 3 p.m. on Sept. 30 on criminal mischief, simple assault, and domestic violence-simple assault charges after an incident or investigation on Alice Drive.

Bulambo Dunia, born in 1987, of Concord, was arrested at 7:05 p.m. on Sept. 29 on indecent exposure or gross lewdness after an incident or investigation at Marshalls at 80 Storrs St. and simple assault after an incident or investigation at the Friendly Kitchen at 2 S. Commercial St. About 14 minutes later, he was charged with public urination or defecation after an incident or investigation on Green Street.

Richard L. Harkness, born in 1938, of Epsom, was arrested at 11:13 a.m. on Sept. 28 on simple assault and domestic violence-simple assault charges after an incident or investigation at the Unitarian Universalist Church at 274 Pleasant St.
