North Country Drug Felon, Fugitive, Could Be In Maine, New Hampshire Corrections Investigators Say

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help in finding a fugitive drug felon wanted on a new trafficking charge, as well as probation violations.

David Albert Collins is white, 37, about 5 feet, 10 inches tall, and weighs around 150 pounds. He has black hair and brown eyes. Collins sometimes uses the alias “David Shackford,” according to department investigators. Collins also has a tattoo of a skull and the words, “Do or Die,” on his right forearm, and his initials on his right shoulder.

One warrant against Collins was issued out of Carroll County in October 2024. He is currently on probation from multiple narcotics charges, officials said.

“Collins has a prior criminal history that includes charges for driving after revocation/suspension, DUI, and assault by prisoner,” officials said. “Based on his criminal history, Mr. Collins is considered to have violent tendencies.”

Collins was previously incarcerated in the Maine State Prison and was also on probation supervision in Maine, an alert stated.

“Collins has family in Maine and has previously lived in Fryeburg, Maine, and Conway, NH,” investigators said.

Along with the probation warrant, he has “multiple additional arrest warrants issued out of Maine,” including one for drug trafficking.

According to superior court records, Collins’ criminal history dates back about nine years, when he was charged with acts prohibited, driving after revocation, and disobeying an officer, during two incidents in Bartlett. One drug charge was dismissed in November 2016. While dealing with the other charges, he was charged with acts prohibited, sale of a narcotic drug, and driving after revocation or suspension in Conway in September 2017. In March 2018, a jury found Collins guilty of disobeying an officer and revocation charges. He was fined $310, which was to be paid by serving three days of incarceration, according to court records. Three months later, he pleaded guilty to the Conway charges. Collins received two two-to-four-year prison sentences and $3,720 in fines, all suspended for three years, and two 12-month sentences and $1,550 in fines, suspended, with 244 days time served.

Collins was accused of assault by a prisoner/assault by an inmate in January 2018 after an incident in Ossipee. He pleaded guilty to the charge five months later and was fined $1,240. The fine was also suspended.

In Conway in September 2020, Collins was charged with three counts of acts prohibited. In June 2022, he pleaded guilty to all three charges. Collins received three three-to-six-year sentences and $1,302 in fines, all suspended for three years and two years of probation after he was released from custody in Maine, according to court records. In April 2023, he was accused of violating probation.

Collins was charged with driving after revocation or suspension and two counts of acts prohibited in Ossipee in July 2023.

In July 2024, Collins pleaded guilty and was sentenced to three-and-a-half to seven years in prison, all suspended for five years, with 188 days served, and four years of probation after that on the violation-of-probation charge from April 2023. He also pleaded guilty to one of the Ossipee acts prohibited charges from July 2023. Collins was given a five-to-10-year sentence and $620 fine, all suspended for five years, with 188 days time served.

Collins was accused of violation of probation in October 2024 in the Ossipee case.

A warrant was issued for Collins’ arrest on March 10 in the Conway case.
