Teen From North Andover, Mass., Arrested On Computer Services, Indecent Exposure Charges In Concord, NH
James Richard Connelly was accused of targeting a 13-year-old girl; detective believes evidence points to a sexual assault in Massachusetts.

CONCORD, NH — A Bay State teen is facing felony charges after police in Concord began investigating a child sexual assault claim they received from DCYF and a report of concern by an employee at the Concord Boys & Girls Club in October 2025.
James Richard Connelly, 18, of Walker Street in North Andover, Massachusetts, was arrested at 10:15 a.m. on Dec. 19, 2025, and charged with indecent exposure/sex act, child under 16, and computer services; use prohibited charges, both felonies.
On Oct. 10, a detective at the Concord Police Department received a DCYF Law Enforcement letter notification containing information about the possible sexual assault of a girl, 13, by a man in his mid-20s, according to an affidavit. The initial “report of concern” came from an employee at the club on Bradley Street who had a conversation with a girl about obtaining a pregnancy test. The girl told the staffer she had snuck out of her home with the man, they had sex, and he gave her a “plan B” contraceptive, the report said.

A few days later, the detective began communicating with one of the girl’s parents and received “numerous screenshot photos” of text messages between the girl and Connelly from the girl’s cell phone, the detective wrote. The detective reportedly confirmed the cell number was Connelly’s and said the messages took place between Oct. 7 and Oct. 10. The detective accused Connelly of gearing “a majority of their conversations toward sexual topics” and his “desire to have sex with her.” At one point, the detective wrote, Connelly said he planned on calling her but “someone was scared I was a pedo in the 20’s when im (sic) actually a pedo in their teens,” referring to himself as a pedophile.

A review of the texts as well as messages on Snapchat found Connelly introducing bondage and sadomasochism as well as other topics to the girl, and he also requested she send him a photo of her vagina. The detective stated Connelly knew the girl was underage, based on some of the “numerous dialogues and pieces of information” in the messages. The affidavit also accused Connelly of discussing “her need to lie” to a parent to sneak out and stay at his house.
A search warrant was requested from Snapchat, and on Nov. 10, the detective confirmed the account belonged to Connelly, the report stated. The detective reviewed “hundreds of messages” between the girl and Connelly, with him claiming he would drop other girls he was talking to and that she was the girl he was looking for “other than the uhhmm 14 years old part but im (sic) going to look past that for everything else.”
The detective compared the photos on Connelly’s Snapchat account to those sent to the girl’s phone, submitted by the parent, and said the sources of data — his face, motorcycles, and his body, and confirmed they were his. The detective also accused him of sending a photo of an erect penis, the affidavit stated, after a message asking her, “want a picture :)?”
The detective also noted Connelly appeared to have concerns about the girl communicating with police, stating, “law enforcement might check your phone,” and police had a “supercomputer” to guess cell phone passwords, the affidavit said.
“This section of their conversation leads me to further believe that Connelly knows that communicating with (the girl) is illegal,” the detective wrote.
A search warrant was requested from Verizon for the cell phones of Connelly and the girl. Using cell tower data, the detective tracked the girl’s phone on Oct. 9 from Concord to North Andover, MA, around 4 p.m.
“Based on this information,” the detective wrote, “I find that (the girl’s) initial report was credible and also leads me to believe the sexual assault occurred in Massachusetts.”
Connelly was arrested, held without bail, and arraigned via video on Dec. 22 where he did not offer a plea to the charges. He was released on Dec. 24 on $2,500 cash bail. A probable cause hearing, scheduled for Friday, was canceled after a defense attorney waived it on Dec. 30.
