Woman Accused Of Striking Pedestrian During Drunken Driving Hit-And-Run: New Hampshire State Police Roundup

CONCORD, NH — A man from Rumney was arrested last week, accused of stealing a motorcycle.

Around 7:15 a.m. on Nov. 25, state police received a report that a 2007 Harley-Davidson Electra Glide motorcycle was stolen from a home in Warren. Around 7:30 a.m., troopers saw a pickup truck towing a trailer with the stolen motorcycle on it.

The driver, Charles Bixby, 36, of Rumney, was arrested on theft by unauthorized taking, disobeying a police officer, and driving with a suspended license. He was released on personal recognizance and is due in Plymouth District Court on Jan. 22, 2026.

Abigail Rider was named 2025 Supervisor of the Year by the Atlantic Chapter of the Association of Public-Safety Officials on Nov. 18.

Rider is a telecommunications supervisor for New Hampshire 911. She handles everything from staffing and employee wellbeing to compliance with protocols and policy recommendations. Officials said that, beyond her supervisory duties, Rider is a consistently excellent call taker who supports the well-being of her team. In 2024, she established the Department of Safety’s first comfort dog program to help 911 telecommunicators as part of her Certified Public Manager Capstone project.

Pedestrian Injured During Hit-And-Run Drunken Driving Crash

A woman from Newbury was arrested last month on charges after being accused of leaving the scene of a crash where a pedestrian was injured.

Around 7 p.m. on Nov. 18, state police were sent to Route 103 in Sutton to investigate a pedestrian who was injured. The woman was walking along the route when the driver of a car struck her on the westbound side of the highway. The driver of the vehicle was accused of fleeing the scene.

The woman was taken to the hospital.

A preliminary investigation revealed the car involved was an older-model Toyota sedan. After sharing the information with area agencies, including Bradford and Newbury police, who assisted with the case, the car was found in Newbury. The car, according to a report, had damage consistent with the scene evidence.

Heaven Martin, 24, of Newbury, was interviewed and arrested on aggravated driving under the influence and felony conduct after an accident charges.
