  1. Housing advocates in Manchester are demanding that officials take stronger action to enforce housing codes following a rat infestation at a tenement building on Orange Street. City inspectors first noticed the infestation in November, and it was later revealed that a seven-year-old boy had been bitten by a rat while in his bed two months later. The Manchester Housing Alliance has written to the city, calling for fines to be consistently imposed for every day that problems persist. The city's Housing Commission has received the recommendations and is currently in discussions with the Planning and Community Development Department about code enforcement. 2. On Wednesday night, the Manchester Board of School Committee (BOSC) completed its proposed budget for Fiscal Year 2024, which now awaits final approval from the Manchester Board of Mayor and Aldermen. The tax cap figure for Wednesday was set at $191,759,220, resulting in a $997,649 surplus in the district's "additional needs" budget request. In addition to approving a budget that complies with the tax cap, the Board of School Committee also advanced proposals for the School Food and Nutrition Budget, which amounts to $5,819,971, and $5,475,000 to fund Capital Improvement Plan Projects. 3. Police reported that a man shot at a dog on Merrimack Street near Hall Street on Monday, which led to a standoff and two arrests. The incident occurred at around 4:00 p.m., when authorities found Curtis Massey, 25, hiding on the second floor in an unoccupied apartment, with a gun nearby. Massey is being charged with being an armed career criminal, falsifying evidence, being a felon with a dangerous weapon, and resisting arrest. Additionally, Ayden Rainer, 29, was charged with resisting arrest. (NBC Boston)
