Former Portsmouth Police Officer Dean August Outhouse of Stratham has been indicted for theft for allegedly stealing money from the Portsmouth Police Patrolman’s Association.
Outhouse is accused of embezzling $17,340 from the union some time between July 29, 2019, and June 21, 2022, according to the indictment.

The crime is a class B felony punishable by up to 3 ½ to 7 years in prison.
Outhouse couldn’t be reached Friday. Portsmouth Police Chief Mark Newport didn’t respond to a message seeking comment.

Outhouse retired from the police department on Aug. 1, 2022, on a service retirement, meaning he had to have been at least age 45 with 20 years of service or 46 with 21 years, according to Marty Karlon, spokesman for the NH Retirement System.
Outhouse’s annual pension is $57,161.
