The Portsmouth City Council holds a public hearing Monday on the<a href="https://portsmouth-nh.patch.com/groups/politics-and-elections/p/proposed-portsmouth-budget-unveiled"> Fiscal Year 2015 budget</a>, a proposal that would raise the tax rate by 29 cents. The hearing is scheduled to begin at  7 p.m., May 12, in council chambers at City Hall. City Manager John Bohenko's recommended operating budget is $75,737,440, which reflects a 3.24 percent increase over the current fiscal year. The total budget is $96,741,762, including debt service, overlay, county tax and other non-operating expenses.
