Hassan, Council to Take Up I-93 Contract this Week

If agreed to, a firm in Manchester will soon be providing on-call services.

A Manchester-based firm is expected to enter into an agreement with the state this week for on-call consultant services related to Interstate 93 improvements from Salem to Manchester.

Gov. Maggie Hassan (D-NH) and the Executive Council will take up the proposed three-year contract on Wednesday.

First advertised back in Nov. 2012, a total of 14 consultant firms were narrowed down to a short list of three in January. Of those three firms, The Louis Berger Group, Inc. was selected based on a written ballot system employed by a New Hampshire Department of Transportation selection committee.

According to NHDOT Commissioner Christopher Clement, the firm has agreed to furnish the on-call services for an amount not to exceed $750,000.

The contract will be effective until July 31, 2016.

The dollar amount will be split out over the next three fiscal years, with funding contingent on the availability and continued appropriation of funds in those fiscal years.

The necessary funds are available for the services, according to the NHDOT.

The scope of the work is extensive, and isn't limited to the I-93 project. Below are some examples:

  • perform complex traffic analysis and signal design
  • preparation of right-of-way plans
  • perform mitigation studies and/or designs
  • provide design-build assistance
  • provide technical writing services for grant applications
  • prepare traffic control plans
  • perform stormwater pollutant loading analyses
  • perform video inspection of culverts and corresponding report of culvert condition
  • review the utility involvement and determine any associated impacts on the project.
Clement told legislators last month that money for the widening project will run out in late 2015 if additional funds do not come.

A total of $250 million in projects north of Exit 3 remain unfunded.
