Windham Patch Files Right to Know With Town

Public communication records of a town employee are sought.

A Right to Know request for all public correspondence records from a town employee was filed this week by Windham Patch.

Both emails and texts sent on town hours are being sought of Windham Community Development Director Laura Scott.

The request was made pursuant to RSA 91-A, the state's Right to Know law.

According to the law, if records are not available for immediate release, the town has three options.

The records can be made available within five business days.

Second, the request can be denied in writing with the reason the records are not or will not be made available.

Third, a written acknowledgement of the request can be provided and a statement of the time necessary to determine whether the request shall be granted or denied.

Letters making the request were sent to both Attorney Bernard Campbell, who represents Windham, and Town Administrator Dave Sullivan.

The request comes following a for Town Planner Elizabeth Wood, who is an employee of Scott.

Wood was appealing a two-day suspension from Scott, which was reduced by the Board of Selectmen to a written reprimand.

During that hearing, Selectman Ross McLeod publicly declared that he wanted to pursue an investigation of Scott and her managerial practices. At that time, he accused Scott of setting her employee up for failure and trying to get her fired.

As of last week, had taken place between the two in regard to an investigation by Sullivan.

Communication records are being sought from June 1, 2011 to the present date.

Wood has received five written reprimands and one verbal warning since July 2011.

Conversely, Selectmen voted 3-2 to uphold Scott's  during a similar public appeal in late January.
