Caldwell Plans Improvements On Flood-Prone Street
Federal funding will help to pave the way for much-needed upgrades on a flood-prone road in Caldwell.
CALDWELL, NJ — Caldwell will be using a $50,000 grant to pave the way for improvements on Chestnut Street and combat flooding in the area, borough officials say.
Last month, Essex County officials announced the latest local recipients of Community Development Block Grant and Emergency Solutions Grant awards. They included Caldwell, which netted a $50,000 check.
The federal programs – which are funded through the U.S. Department of Housing and Urban Development and administered by local government bodies – pay for programs such as affordable housing, poverty relief and infrastructure development. Caldwell will use the funds to carry out an improvement project on Chestnut Street.
The Borough of Caldwell put out a request for proposals on Feb. 20, seeking a firm to provide engineering design and land surveying services for the project. See the RFP and supporting documents here.

Chestnut Street is roughly 490 linear feet in length and 28 feet wide. The street intersects Oak Grove Road and is a dead end.
Currently, there are no drainage improvements along the street from Oak Grove Road to the bottom of Chestnut Street – which has led to flooding in the past.
According to the RFP, the anticipated scope of work requested at this time includes:
- Remove and replace any/all existing damaged sidewalk and curb ramps
- Remove and replace any/all existing damaged full face and drop curb
- Remove and replace any/all existing damaged driveway aprons
- Mill up to three inches of existing pavement and repave the entire roadway with HMA 9.5M64 Surface Course (Oak Grove Road to the Limit of existing pavement at the end of Chestnut)
- Design a subsurface stormwater drainage detention system and outlet structure that will store as much stormwater as feasible. Provide enough details, profiles and sections for biding and construction of this system.
- Since this is a CDBG project all specifications must include the supplemental specifications as per the HUD
