E-Bikes, E-Scooters Raise Concerns In West Caldwell; Cops Patrol Hotspots

Police in West Caldwell have a message for people who ride e-bikes in the township: they're a "privilege, not a right."

WEST CALDWELL, NJ — Police in West Caldwell have a message for people who ride e-bikes in the township: they’re a “privilege, not a right.”

The West Caldwell Police Department recently issued a public advisory in the wake of growing concerns from residents about e-bikes and e-scooters, particularly involving juveniles on residential streets and main roadways.

“We hear your frustrations and share your concern for the safety of all who use our roads,” police said.

“Reckless riding, disrespect for traffic laws, and dangerous behavior – regardless of the type of vehicle – will not be tolerated,” police continued. “Our officers are actively patrolling areas with increased complaints and investigating all reported incidents.”

The WCPD gave some updates on the ongoing situation:

Legislative and Local Enforcement Challenges – “We have met with our legislative representatives to advocate for smart, statewide e-bike legislation, something they strongly support. Unfortunately, recent efforts at the state level to pass more robust safety regulations, especially for minors, have repeatedly stalled. As a result, municipalities like West Caldwell are left to manage enforcement with limited legal tools, particularly when it comes to Class 1 and Class 2 e-bikes, which fall outside of many regulatory scopes. We are currently finalizing local ordinance recommendations in the areas where we do have authority, but these efforts alone cannot address the broader safety issues. This is why we continue to advocate for comprehensive state-level reform.”

Community Outreach and Education – “Our department has taken proactive steps to promote responsible e-bike use, especially among youth: We’ve partnered with Carvel of West Caldwell to reward safe behavior. Officers have distributed 40 free ice cream vouchers to riders under 17 who were seen wearing helmets and riding safely. Our LEAD and School Resource Officer has added e-bike safety lessons to our Bike Rodeos at all West Caldwell elementary schools.”

Message to Parents and Guardians – “We ask all parents to please take a moment to talk with your children about safety, accountability, and mutual respect on the road. Many of the current issues can be prevented through education and proper supervision. Riding an e-bike is a privilege, not a right. Community safety is a shared responsibility. The West Caldwell Police Department remains fully committed to protecting our residents and we need your continued partnership to help keep our streets safe for everyone.”
