Investing in People: Middlesex Co.'s 2025 Budget Focuses On Services, Innovation

The County maintained its AAA bond rating for the 24th consecutive year.

MIDDLESEX COUNTY, NJ — Middlesex County Commissioner Director Ronald G. Rios delivered the 2025 State of the County address at Middlesex College on April 8, highlighting the County's financial stability, investments, and future initiatives.

The County maintained its AAA bond rating for the 24th consecutive year, enabling $87 million in capital projects without additional debt under Finance Committee Chair Commissioner Leslie Koppel's leadership.

"Even in these uncertain times, we in Middlesex County are clear about where we're headed," said Rios. "We remain steadfast in our commitment to invest in Middlesex County families by providing the programs, opportunities, and services needed to continue to build a better future for us all."

The address spotlighted several key investments:

In education, the Middlesex County Magnet School district will build the Innovation Magnet School on the Middlesex College campus, opening in 2026 with advanced technology programs.

Healthcare access expanded with the East Brunswick public health center serving uninsured residents, while the CEED program continues providing free cancer screenings. Additional opioid harm reduction kiosks will be deployed in 2025.

Infrastructure improvements include park enhancements in Metuchen and Perth Amboy, train station updates in New Brunswick and North Brunswick, and the successful RIDE On Demand service, which has provided over 43,000 rides.

Traffic safety initiatives feature the Vision Zero strategy and Route 1 Safer Travel Initiative under Prosecutor Yolanda Ciccone, with a distracted driving campaign launching this spring.

The County continues its technology advancement with the upcoming Network Operations Center, the Data City mobility initiative, new AI website features, and extended service hours through the Surrogate's Office AI representative.

Economic development moves forward with construction of the Multipurpose Community Venue and Student Center, with the Destination Athletic Complex at Thomas A. Edison Park beginning soon. Partnerships with healthcare providers and the Heldrich Center create training opportunities for residents.

Rios closed by recognizing REPLENISH Director Jennifer Apostol as 2024 Employee of the Year for her work combating food insecurity.

"Our people are what matter the most," Rios concluded. "And it is critical that we continue to invest in people, from every resident we serve to the people who serve them."
