A collaborative investigation by members of the Monmouth County Prosecutor’s Office Major Crimes Bureau and the Asbury Park Police Department later identified Allen as the driver of the vehicle, prosecutors said.
The investigation revealed that the victim was communicating with Allen through the driver’s side window of the vehicle prior to Allen driving away with the victim clinging to and ultimately falling under the vehicle as Allen fled the scene, Santiago said.
Allen was later apprehended in Orlando, Florida, by members of the U.S. Marshal’s Task Force and extradited back to New Jersey, prosecutors said.
He was brought to the Monmouth County Correctional Institution, where he remains incarcerated pending future proceedings in Monmouth County Superior Court.
