Suspicious Taking Pictures of My House

Guy claimed he's from water companie.. thought he might be Walmart Delivery. Knowing companies like Rain Soft try to get you to buy

questioned guy, he showed (bogos?) I'd. Told him I got a call a month ago and I'm not interested. Grabbed my delivery went back in the house. This guy continued to take pictures of my house in all angles. Called police. Note, guy had letter CBD on the back of his vest plus found that the pack I received was ripped open.
