New Info Released On Police-Involved Fatal E-Bike Crash In Middletown

The Attorney General identified the e-bike rider and the Atlantic Highlands Police officer involved in a deadly collision in Middletown:

MIDDLETOWN, NJ — Authorities have identified the e-bike rider and the Atlantic Highlands Police officer who were involved in a deadly collision in October on Rt. 36 in in Middletown.

The cyclist, who was killed in the crash, was identified by New Jersey Attorney General Matt Platkin as Henry Phillips Jr., 73, a resident of Atlantic Highlands. The officer driving the car that hit him was identified as Timothy Funk of the Atlantic Highlands Police Department.

At approximately 1:00 p.m. Oct. 10, Funk was traveling on Orchard Avenue in a marked Atlantic Highlands patrol car when he stopped at a red light at the intersection of Orchard Avenue and Rt. 36.

Phillips was driving the e-bike southbound in the northbound lane of Rt. 36. The e-bike and police car collided after Funk made a right turn on red. Phillips was airlifted to Jersey Shore University Medical Center in Neptune, where he died nine days later, on Oct. 19.

The Attorney General’s Office of Public Integrity and Accountability is investigating the incident, as the AG is required by law to to investigate a person’s death when it occurs during an encounter with a law enforcement officer.

The investigation is ongoing and no further information is being released at this time, authorities said.
