Newark Housing Authority Seeks New Development Partners

The Newark Housing Authority (NHA) is seeking experienced and innovative development partners to help advance its real estate development initiatives across the City of Newark. Through this Request for Qualifications (RFQ), the NHA aims to establish a pool of qualified partners to develop high-quality, energy-efficient, sustainable, and mixed-use projects that align with Newark’s growth and development priorities.

“Our mission is to create long-term, transformative development that strengthens communities and provides economic opportunities,” said Leonard Spicer, Executive Director of the Newark Housing Authority. “By collaborating with experienced development partners, we can ensure that our projects not only provide quality housing but also contribute to the overall vitality of Newark. This is an exciting opportunity for developers to collaborate with the NHA and contribute to Newark’s future.

Selected partners will assist the NHA in planning and implementing development strategies utilizing a variety of financing tools, including tax credits, grants, debt financing, and more. The RFQ will be evaluated through a Qualifications-Based Selection (QBS) process, ensuring that the most capable and experienced firms are chosen to support the NHA’s initiatives.

• Questions Due: April 9, 2025
• Publish Q&A: April 16, 2025
• Closing date Due: May 7, 2025
