RED BANK, NJ — Democrat Angela Mirandi is one of four candidates seeking two full-term seats on the Red Bank Borough Council in the Nov. 8 general election. Mirandi is currently serving on the Borough Council and is seeking re-election.

In these profiles, candidates provide voters with background about themselves and their positions on the issues. Patch will publish individual profiles on the candidates, leading up to the election.

Mirandi says the pressure of development in the borough is straining its infrastructure and needs to be balanced with quality of life issues. She also specifies several steps that need to be taken to improve pedestrian and traffic safety. She says her background in budgeting and cost saving is something Red Bank needs.

Name the top issues currently facing your town and how you plan to address them:

Development that is too big and too dense is one of the biggest issues facing Red Bank today. As we proceed with future development, we need to address what the town can absorb. Many new projects are adding significant stress to our 100-year-old infrastructure, and we need a way to measure the impact this is having on our community including traffic, parking, and quality of life issues.

As councilwoman I would:

  • Ensure the new ordinances proposed by our Planning Board align with the new Master Plan and will have realistic limitations on development as to prevent the current issues from escalating.
  • Ensure developers are responsible for providing the appropriate funding towards upgrading our infrastructure as part of their development plan.
  • Ensure our Planning and Zoning Boards are staffed by individuals who will follow the new ordinances and not regularly grant variances.

Pedestrian and bicycle safety is a concern for most residents in Red Bank.

As councilwoman, I would evaluate the hiring of either a public safety director or consultant to focus on a comprehensive approach to safety throughout our town. This position would work with our various borough departments in implementing bike lanes as well as traffic calming measures and techniques throughout the borough.

This position would also be responsible for reviewing our current pedestrian crossing signage and beacon lights, upgrade our speed limit and crossing signage, and evaluate and change (as needed) current speed limits. In addition, this position would collaborate with the Police Department on improving traffic violation enforcement and installing additional four-way stop signs, where needed. This has been an issue in Red Bank for years and is not being addressed head on.

Identify specific goals or ideas you have to enhance life in your town:

Besides Safe Streets for pedestrian and bicycle safety, residents are also concerned about town cleanliness and upkeep of properties.

As councilwoman, I would request a review of code enforcement staffing to evaluate the need of more employees to ensure proper enforcement is being done throughout town. I would also ensure we are properly funding the upkeep of our current parks.

More open space is another concern of residents. Marine Park, which used to be the jewel of Red Bank, needs to be addressed. Land which used to house our clay tennis courts has been abandoned since Super Storm Sandy. Initiatives to add more parking in that area that once housed the tennis courts has stalled. As councilwoman I would recommend a phased-in approach that enhances the park in the short-term as we work towards a long-term vision.

As councilwoman, I would work closely with our Human Relations Committee in addressing quality of life issues identified by our community.

What in your experience or background prepares you for election to office:

I have a broad professional background which includes finance, operations, IT, and strategic planning. I am trained in Lean Six Sigma, which is a process improvement methodology that is a disciplined, data-driven approach for eliminating defects and waste from a process, which results in increased revenue, decreased costs and process improvement.

I have implemented measures and business changes that have resulted in over $10 million dollars in increased revenue and cost reductions in addition to developing numerous process efficiencies. I believe these skills are something Red Bank is in desperate need of. I am currently responsible for managing a $25 million dollar budget and executing projects on time and on budget.

My job requires me to collaborate with many internal and external stakeholders, including the Department of Environmental Protection, U.S. Coast Guard, and the U.S. Army Corps of Engineers on a daily basis in order to maintain operations and implement projects.

I know how to lead, and I am very good working with others in a team.
