Masked, Naked Man Who Accosted South Brunswick Women Caught: Police
Jihad Goines is a 21-year-old Rutgers University student who lives in Monmouth Junction, authorities said.

SOUTH BRUNSWICK, NJ — A naked, masked man who was accosting women in South Brunswick has been identified and nabbed, authorities said.
Police say Jihad Goines, a 21-year-old Rutgers University student who lives in Monmouth Junction, committed several lewd acts in the area of Royal Oaks Apartment Complex.
Beginning in November 2023, the South Brunswick Police investigated multiple reports of a man performing lewd acts within the area of the Royal Oaks Apartment Complex. South Brunswick women told police that the man approached them completely naked “while he aggressively manipulates his waist area.”

In September, South Brunswick Police sought public help to identify the man as he had begun approaching women during the day. Earlier, he only approached them during the night between 11 p.m. and 12:30 a.m.
From October to December this year, the Rutgers University Police Department began investigating multiple incidents of a man performing lewd acts inside the Dickson Carr Library located at 74 Avenue E, Piscataway.

During the investigation, Rutgers Police identified Goines as the suspect. Further investigation revealed evidence linking Goines to the South Brunswick incidents.
On Dec. 5, Goines was arrested without incident and charged with three counts of fourth-degree criminal sexual contact and seven counts of lewdness which is classified as a disorderly persons offense.
Middlesex County Prosecutor Yolanda Ciccone and Chief Raymond Hayducka said that Goines committed over 12 incidents of lewdness and criminal sexual contact within South Brunswick and on the Rutgers University Campus.
