South Brunswick Police Recognize 5 Officers In Promotion Ceremony

"These officers represent the best of who our department is," Police Chief Raymond Hayducka said.

SOUTH BRUNSWICK, NJ – Five police officers from South Brunswick have been promoted in the department.

The promoted officers are Captain John Penney, Lieutenant Richard Schwarz, Lieutenant Matthew Skolsky, Sergeant Domenick “Rick” DeLucia and Sergeant Brooke LaBell.

“These officers represent the best of who our department is. They worked hard to the promotions and I have full faith that they will do an excellent job leading our officers,” Police Chief Hayducka said.

  • Captain John Penney is a 24-year veteran of the South Brunswick Police Department. He is the Deputy Coordinator for Office of Emergency Management and oversees the Bureau of Public Safety. He worked his way up through the ranks as a patrolman, detective, sergeant and lieutenant in the patrol and detective bureaus. He has received numerous awards and letters of commendation throughout his career. He holds a bachelor's degree from Fairleigh Dickinson University and a master's degree from Seton Hall University.
  • Lieutenant Richard Schwarz is a 28-year veteran of the South Brunswick Police Department. He held various assignments and levels of responsibility within the department’s Patrol Division, and Detective Bureau. He has been a Field Training Supervisor for newly promoted Sergeants. He has received multiple awards and commendations throughout his career. He holds a bachelor's degree from Kean College and a master's degree from Seton Hall University. He has also served as an Adjunct Professor at New Jersey City University for the past 11 years.
  • Lieutenant Matthew Skolsky is a 17-year veteran of the South Brunswick Police Department. He has served as a patrolman, detective, and sergeant. He has received numerous awards and letters of commendation throughout his career, including a Life Saving Award and Physical Fitness Awards. He holds a bachelor's degree from Boston University.
  • Sergeant Domenick “Rick” DeLucia is a 17- veteran of the South Brunswick Police Department. For the past 10 years he has been a detective. Prior to that he was an officer in patrol. He has served as a Field Training Officer, Firearms Instructor, Evidence Technician, and Resiliency Officer. He has received numerous awards and letters of commendation throughout his career, including a Lifesaving Medal, Top Gun Award, several Exceptional Service Awards, and an award from the 200 Club. He holds a bachelor's degree from Ramapo College.
  • Sergeant Brooke LaBell is a nine-year veteran of South Brunswick Police Department. Prior to becoming a supervisor, she served two years as a detective in the Detective Bureau and 6 years as an officer in the Patrol Division. She has been an Evidence Technician, Physical Fitness Instructor, and a member of the Middlesex County Rapid Deployment Team. She has received numerous awards and commendations, including Exceptional Service Awards, Life Saving Medals, and Physical Training Award for having achieved the top PT score in the Department. She holds a bachelor's degree from York College of Pennsylvania.
